SCOTT STATE – (CEO & CHIEF NUCLEAR OFFICER)

Scott E. State, P.E., joined NorthStar in 2010 as Chief Executive Officer, responsible for leading the organization and expanding its business into new services areas and geographies. Mr. State leads all major corporate and business development efforts, including NorthStar’s strategic nuclear decommissioning activities.

A nuclear engineer by education, State is well-known in the industry for his outstanding technical skills and executive management background with large, complex organizations. He has extensive experience in development and financial advisory projects for the military, nuclear and private industry.

Before joining NorthStar, State worked as a consultant on several development and financial advisory projects, including a $120 million remediation of a 9,000-acre former military facility, technical program management consulting, and executive level support focused on cleaning up former nuclear weapons and nuclear power plant sites. He has also served as Chairman and CEO of MACTEC, Inc., a leader in engineering, environmental and construction services worldwide with 80 locations, which he helped grow into an industry leader. He has successfully completed projects in the U.S., Europe, Asia and Australia.

State holds bachelor’s and master’s degrees in Nuclear Engineering and a master’s degree in Engineering Management, and is a licensed Nuclear Engineer. He formerly held an NRC Reactor Operators license, DOE “Q” clearance, and DoD Top Secret clearance.

DAVID CARLSON – (PRESIDENT & COO)

David Carlson is President and Chief Operating Officer of Waste Control Specialists, operator of a low-level radioactive waste disposal facility in Texas.

Carlson has more than 25 years of experience leading the growth and operations of nuclear energy and environmental management companies. He previously served as senior vice president of Veolia Nuclear Solutions (Kurion) where he provided technology solutions for nuclear decommissioning, including support of recovery from the accident in Fukushima Japan. Prior roles include chief operating officer and chief nuclear officer at Gen4 Energy – an advanced reactor startup company, chief operating officer of Aqua-Chem – a manufacturer of water purification equipment, and chief operating officer of Duratek – a radioactive waste management company.

Carlson graduated from the US Naval Academy and began his career as a nuclear submarine officer.

WILLIAM BAMBARGER – (CFO)

ELICIA SANCHEZ – (SENIOR VICE PRESIDENT & GENERAL MANAGER)

Ms. Sanchez has been with WCS since 2000 and General Manager since 2012. She received a BS in Accounting from Texas Tech University and is a Certified Public Accountant.

DAN BURNS – (SENIOR VICE PRESIDENT OF PLANNING AND BUSINESS DEVELOPMENT)

Mr. Burns has 30 years of experience in the waste disposal business. He has been with WCS since January 2009. Mr. Burns supervises WCS’s sales and marketing efforts, develops pricing strategies and coordinates efforts as needed with operations and licensing.

RYAN WILLIAMS – (VP OF INTEGRATION AND CUSTOMER SERVICES)

Mr. Williams has been with WCS since 2007 and has over 18 years of experience in waste management, business development, project management, operations, quality control, regulatory compliance, and safety. Mr. Williams is responsible for the Technical Services organization including waste profiles, shipment authorizations, waste acceptance, and waste compliance matters for commercial and federal customers.

 

JAY BRITTEN – (VICE PRESIDENT OF OPERATIONS)

Mr. Britten has been with WCS since 2008 and has over 20 years of experience in the radioactive waste management industry. He is responsible for all waste management, maintenance, and engineering responsibilities at WCS. Mr. Britten received his BS in Environmental Science from West Texas A&M University and has worked at numerous Department of Energy sites including the Pantex Plant, Rocky Flats Environmental Technology Site, Idaho Cleanup Project, and the Nevada Security Site.
